Do I need ad experience before taking this course?

Some helps. The course assumes you know how the auction, the core metrics and tracking work, so if you're brand new, take Paid Advertising Foundations first. If you've already run a few campaigns and want them to work together, start here. Afterwards, Ad Creative That Converts is the natural next step.
